When an inventor or an engineer creates something, they usually have guidelines that surround it. For example, a weight/person limit in elevators. In addition, they also have a key purpose and reason for their creation. The point of the elevator is to transport people and goods across different floor levels. The elevator could technically be kept on one floor and used as a closet. However, that defeats its core purpose.
